James Toliver, 38, of Chicago, Illinois was arrested while at the Riley County Police Department yesterday evening. Toliver was arrested on a Riley County District Court warrant for distributing heroin and a Manhattan Municipal Court warrant for failure to appear. Toliver was issued a total bond of $23,000.00 causing him to remain confined at the time of this report.

Officers listed Rent 4 Less as the victim when it was reported a known suspect took a 2004 Chevy Cavalier belonging to the business.
