<p>City commissioners will consider opposing a petition for incorporating the city of Green Valley in Pottawatomie County.</p>
<p>On March 26, the Pott County clerk received a petition to incorporate Green Valley. On June 11, the Pottawatomie Board of County Commissioners will hold a public hearing on the petition. Manhattan city commissioners on Tuesday will vote on a resolution that labels the incorporation as inadvisable under state law.</p>

<p>The commission will also vote on an agreement with the state of Kansas for $300,000 in grant funding to develop an operational technology master plan for improving cybersecurity.</p>
<p>Other items on the agenda include an agreement with Bartlett &amp; West Construction LLC for the Seth Child sanitary sewer interceptor improvements project, as well as amending sections of the code of ordinances relating to director responsibilities and regulation of the grease management permit program.</p>

<p data-start="75" data-end="247">A Manhattan man was arrested Thursday morning on multiple child exploitation charges stemming from an investigation that began earlier this year, according to authorities.</p>
<p data-start="249" data-end="368">Kirk Lee Hartgenbush, 64, of Manhattan, was arrested at approximately 10:30 a.m. May 28 in the 700 block of Allen Road.</p>
<p data-start="370" data-end="564">Hartgenbush was arrested on 24 counts of sexual exploitation of a child for possessing media depicting a child under the age of 18. The arrest stems from a report originally filed in March 2026.</p>
<p data-start="566" data-end="687" data-is-last-node="" data-is-only-node="">Hartgenbush was issued a total bond of $100,000 and remains confined in the Riley County Jail at the time of this report.</p>

<p data-start="226" data-end="551">Officers responded at approximately 9:55 a.m. May 28 to the area of Fort Riley Boulevard and Pillsbury Drive for a reported injury accident. Upon arrival, officers determined that a 2019 Ford Expedition driven by Robert Whelchel, 38, of Manhattan, had collided with a 2016 Toyota Camry driven by David Smale, 67, of Westwood.</p>
<p data-start="553" data-end="614">Smale was transported to Via Christi Hospital for evaluation.</p>
<p data-start="616" data-end="671" data-is-last-node="" data-is-only-node="">Whelchel was issued a citation for inattentive driving.</p>

<p data-start="59" data-end="229">Police are investigating a vandalism case involving damage to public restrooms at Blue Earth Plaza in downtown Manhattan, according to the Riley County Police Department.</p>
<p data-start="231" data-end="354">Officers filed a report for criminal damage to property at approximately 8:16 a.m. May 28 in the 400 block of Third Street.</p>
<p data-start="356" data-end="518">The City of Manhattan was listed as the victim after it was reported an unknown suspect broke into the Blue Earth Plaza restrooms, damaging the deadbolt and lock.</p>
<p data-start="520" data-end="580">The total estimated loss associated with the case is $3,200.</p>

<p data-start="75" data-end="260">A Fort Riley man was arrested Tuesday afternoon after four young children were reportedly left unattended in a hot vehicle in Manhattan, according to the Riley County Police Department.</p>
<p data-start="262" data-end="410">Officers filed a report at approximately 11:26 a.m. May 27 in the 100 block of Bluemont Avenue for four counts of aggravated endangering of a child.</p>
<p data-start="412" data-end="620">Listed victims included a 4-year-old girl, a 5-year-old boy, a 2-year-old girl and an 11-month-old boy. Police said the children were allegedly left unattended in a hot vehicle for an extended period of time.</p>
<p data-start="622" data-end="756">Regobert Yuh Manigha, 36, of Fort Riley, was arrested at approximately 12:35 p.m. on four counts of aggravated endangering of a child.</p>
<p data-start="758" data-end="850" data-is-last-node="" data-is-only-node="">Manigha was transferred to the Pottawatomie County Jail pending judicial review of the case.</p>

<p>During the ceremony, organizers presented flowers to Klein&#x2019;s wife, Andrea Klein, and Culler&#x2019;s wife, Amy Culler. Army officials said the gesture recognizes the vital support and sacrifice of military families during unit leadership transitions.</p>

<p>The Manhattan City Commission last week approved a 2027 grant agreement with the Riley County Police Department and the Riley County Law Enforcement Agency.</p>
<p>The police law board previously approved the 2027 grant request at its March 16 meeting and considered the agreement May 18.</p>

<p>RCPD submitted an application to use the special alcohol fund (SAF) to employ a reintegration coordinator in 2027. During the 2025 RCPD budget process, city commission members of the police board recommended using SAF to fund this position in an effort to reduce the RCPD&#x2019;s overall budget.</p>
