<p>The Manhattan City Commission has a full agenda for its Tuesday work session, including discussion of adjusting Evergy, Kansas Gas Service and wastewater fees.</p>
<p>Commissioners will consider updates to the city&#x2019;s wastewater rates and charges for 2027 and provide guidance to city staff. They will take no vote on any of the agenda items next week.</p>

<p>The city&#x2019;s 20-year gas and electricity franchise agreements are set to expire in 2027. Both are set at a 4% franchise fee. State law governs cities regarding franchise agreements and the fee they can charge for occupying right-of-way and easements. The maximum fee allowed per state law is 6%. The current fee generates roughly $730,000 from Kansas Gas Service and $3,000,000 from Evergy.</p>

<p>The National Weather Service has expanded a Flood Watch to include all of northeast Kansas as confidence grows in the potential for heavy rainfall and flash flooding Saturday night into Sunday morning.</p>
<p>An Enhanced Risk (Level 3 of 5) remains in effect for severe storms Saturday evening and overnight. Damaging winds up to 70 mph, quarter-sized hail, localized flooding and a low-end tornado threat are possible.</p>
<p data-start="555" data-end="754">Isolated storms may develop between 4 and 8 p.m., with the main storm complex expected to arrive between 10 and 11 p.m. and continue through the overnight hours.</p>
<p data-start="555" data-end="754">Additional severe storms are possible Sunday morning, mainly south of I-70, with damaging winds and flash flooding remaining concerns.</p>

<p>Four months have come and gone since K-State fired basketball coach Jerome Tang. Still hanging fire is a dispute over a buyout clause in his contract that appeared to mean the Athletics Department would have to pay him $18.7 million.</p>
<p>Since then? Still no filing. Any lawsuit has to be filed in district court in Riley County, according to the contract.</p>

<p>Which means the two sides are still negotiating a possible settlement, sources say. What the status of those negotiations is remains unclear; neither side will comment for the record.</p>

<p>Over 10 years, the increase for K-State students is 24.3%.</p>

<p>The lowest increase was 3.5% at Pittsburg State University; the highest was 6% at Fort Hays State University. Tuition rates at The University of Kansas will increase 4.8% next year.</p>

<p>The National Weather Service has upgraded Saturday&#8217;s severe weather outlook to an Enhanced Risk (Level 3 of 5) and issued a Flash Flood Watch for much of northeast Kansas. Forecast confidence is increasing, particularly for heavy rainfall.</p>
<p data-start="346" data-end="615">Forecasters expect the primary threat to arrive late Saturday evening and continue into early Sunday morning. Damaging winds of 70 mph or higher, quarter-sized hail, localized flooding and a low-end tornado threat are all possible.</p>
<p data-start="617" data-end="821">Isolated storms could develop between 4 and 8 p.m. Saturday, with a larger storm system moving into north-central Kansas around 9 to 10 p.m. and continuing overnight.</p>
<p data-start="617" data-end="821">The greatest flooding threat is expected across north-central and northeast Kansas. Current forecasts call for around 2.4 inches of rain in Manhattan and Topeka, with some locations receiving more than 3 inches.</p>

<p>Riley County Police Department director Brian Peete confirmed to The Mercury Thursday morning that he is resigning, effective Dec. 31.</p>
<p>Peete, 50, didn&#8217;t give a specific reason for his decision. But the confirmation came despite the Riley County law enforcement agency board in January agreeing to a contract extension for his employment to end Dec. 30, 2027.</p>

<p>As previously reported by The Mercury, Peete&#x2019;s employment as RCPD director began Dec. 30, 2022, on a three-year deal, with a starting salary of $160,171. He got a renewed two-year deal announced in January running through the end of 2027; that&#xA0; extension set an annual salary of $197,088.</p>
<p>Peete told The Mercury Thursday he originally planned to do a five-year stint with RCPD upon his hiring. Instead it will end being up a four-year term.</p>
<p>&#8220;I believe good leadership means growing folks and getting everyone prepped for the next level, and then stepping out of the way,&#8221; Peete said. &#8220;That&#8217;s what I believe leadership is in every organization, because that gives everyone the opportunity to move up.&#8221;</p>
<p>Kathryn Focke, chair of the law enforcement board, was unavailable for comment. The board held a special meeting June 10, with the sole agenda item being an executive session.</p>
<p>The RCPD director answers to that board, which is made up of city and county elected officials and appointed citizens. The board will be in charge of hiring Peete&#8217;s replacement.</p>
<p>Peete was hired after a national search to replace Brad Schoen, who had retired.</p>

<p>The National Weather Service in Topeka is warning that severe thunderstorms and flooding are possible across northeast Kansas late Saturday and into the overnight hours. Forecast confidence remains moderate, though details on the timing, location and intensity of storms are still uncertain.</p>
<p>Forecasters say scattered severe thunderstorms could develop Saturday evening, bringing the potential for large hail, damaging winds and locally heavy rainfall. The greatest threat for severe weather is expected across north-central Kansas, with the risk gradually decreasing farther east.</p>
<p>The weather service also highlighted the possibility that multiple rounds of storms could track over the same locations, increasing the threat for flash flooding and flooding concerns.</p>
<p>According to the rainfall outlook included in the briefing, Manhattan is forecast to receive between 2 and 3 inches of rain from Saturday through Sunday, while much of northeast Kansas is expected to see between 1.5 and 3 inches. The region is included in a slight risk area for excessive rainfall, meaning flash flooding could become a concern if storms repeatedly move over the same areas.</p>
<p>The highest chances for both severe weather and flooding are expected late Saturday evening and overnight. Residents are encouraged to remain weather aware and have multiple ways to receive watches and warnings.</p>

<p>A man found dead in City Park on June 9 has been identified by family members&#xA0;as 49-year-old Ray Muniz.</p>
<p>The Mercury confirmed Muniz&#8217;s identity through family members, who had posted about his death on social media. In a Facebook post on June 11, Be Able community space posted about Muniz&#8217;s death and described him as an Army veteran who cared about others.</p>
<p>A GoFundMe online fundraiser organized by family members aims to bring in donations so that the family can transport his body back to Texas, where he&#8217;s from, for burial.</p>
