A Manhattan man was arrested Thursday morning on multiple child exploitation charges stemming from an investigation that began earlier this year, according to authorities.

Kirk Lee Hartgenbush, 64, of Manhattan, was arrested at approximately 10:30 a.m. May 28 in the 700 block of Allen Road.

Hartgenbush was arrested on 24 counts of sexual exploitation of a child for possessing media depicting a child under the age of 18. The arrest stems from a report originally filed in March 2026.

Hartgenbush was issued a total bond of $100,000 and remains confined in the Riley County Jail at the time of this report.

One person was transported to the hospital Thursday morning following a two-vehicle crash in Manhattan, according to the Riley County Police Department.

Officers responded at approximately 9:55 a.m. May 28 to the area of Fort Riley Boulevard and Pillsbury Drive for a reported injury accident. Upon arrival, officers determined that a 2019 Ford Expedition driven by Robert Whelchel, 38, of Manhattan, had collided with a 2016 Toyota Camry driven by David Smale, 67, of Westwood.

Smale was transported to Via Christi Hospital for evaluation.

Whelchel was issued a citation for inattentive driving.

Police are investigating a vandalism case involving damage to public restrooms at Blue Earth Plaza in downtown Manhattan, according to the Riley County Police Department.

Officers filed a report for criminal damage to property at approximately 8:16 a.m. May 28 in the 400 block of Third Street.

The City of Manhattan was listed as the victim after it was reported an unknown suspect broke into the Blue Earth Plaza restrooms, damaging the deadbolt and lock.

The total estimated loss associated with the case is $3,200.

Fort Riley welcomed new soldiers Wednesday with a Victory Reception Company patching ceremony and a “welcome run” through historic sites. The VRC serves as a dedicated in-processing and reception unit for the division.

Army officials said the 3-mile run serves as a traditional morning formation to build camaraderie, teach unit history, and set physical readiness standards from day one. The route guides in-processing soldiers through Fort Riley to teach them about the 1st Infantry Division’s heritage.

A Fort Riley man was arrested Tuesday afternoon after four young children were reportedly left unattended in a hot vehicle in Manhattan, according to the Riley County Police Department.

Officers filed a report at approximately 11:26 a.m. May 27 in the 100 block of Bluemont Avenue for four counts of aggravated endangering of a child.

Listed victims included a 4-year-old girl, a 5-year-old boy, a 2-year-old girl and an 11-month-old boy. Police said the children were allegedly left unattended in a hot vehicle for an extended period of time.

Regobert Yuh Manigha, 36, of Fort Riley, was arrested at approximately 12:35 p.m. on four counts of aggravated endangering of a child.

Manigha was transferred to the Pottawatomie County Jail pending judicial review of the case.

Officers filed a report at approximately 4:02 p.m. May 27, 2026, in the 700 block of East Poyntz Avenue.

Hutton Corp. was listed as the victim after it was reported an unknown suspect drove through a freshly poured concrete parking lot.

The total estimated loss associated with the case is $15,000.

Fort Riley’s 5th Squadron, 4th Cavalry Regiment, 2nd Armored Brigade Combat Team, 1st Infantry Division underwent a formal transition of leadership Tuesday.

Lt. Col. Gary Klein relinquished command to Lt. Col. Michael Culler II. Brigade officials awarded Klein the Meritorious Service Medal in recognition of his leadership and service.

During the ceremony, organizers presented flowers to Klein’s wife, Andrea Klein, and Culler’s wife, Amy Culler. Army officials said the gesture recognizes the vital support and sacrifice of military families during unit leadership transitions.

Police are investigating a reported identity theft scam that resulted in financial losses for a Manhattan woman and KS State Bank, according to the Riley County Police Department.

Officers filed a report at approximately 9:27 a.m. May 26, 2026, in the 2500 block of Rogers Boulevard for identity theft.

KS State Bank and a 60-year-old woman were listed as the victims after it was reported an unknown suspect used personal information obtained through emails and phone calls to scam the victims out of money.

The total estimated loss associated with the case is $1,200.

The Manhattan City Commission last week approved a 2027 grant agreement with the Riley County Police Department and the Riley County Law Enforcement Agency.
