
The Riley County Police Department arrested three individuals Tuesday following the execution of two search warrants connected to an ongoing drug investigation.
The first arrest occurred at approximately 12:34 p.m. Dec. 30 in the 3200 block of Fort Riley Boulevard. Police took Scott Marchand, 48, of Manhattan, into custody on multiple felony drug and weapons charges. Marchand faces four counts of distributing or possessing with intent to distribute heroin/fentanyl within 1,000 feet of a school; two counts of distribution of opiate/narcotic/certain stimulant/heroin within 1,000 feet of a school; two counts of use/possession with intent to use drug paraphernalia; one count of criminal use of weapons; one count of possession of an opiate/opium/narcotic or certain stimulant; and one count of manufacture/plant/cultivate a controlled substance. He was issued a total bond of $156,000 and remains confined in the Riley County Jail.
Around 1:40 p.m., officers arrested Angeli Moragne, 39, of Ogden, in the 2400 block of Walden Lane. She is charged with distribution or possession with intent to distribute heroin/fentanyl within 1,000 feet of a school and use/possession with intent to use drug paraphernalia. Moragne was issued a $25,000 bond and remains confined in the Riley County Jail.
The third arrest occurred at approximately 9:48 p.m. in the 1600 block of Woodcrest Drive, where officers took David Labombarbe, 39, of Manhattan, into custody. Labombarbe faces three counts of possession of an opiate/opium/narcotic or certain stimulant; two counts of distributing or possessing with intent to distribute heroin/fentanyl within 1,000 feet of a school; one count of distribution of an opiate/narcotic/certain stimulant/heroin within 1,000 feet of a school; one count of distribution of a certain depressant within 1,000 feet of a school; one count of possession of a substance listed in KSA 65-4105(h); one count of use/possession with intent to use drug paraphernalia; one count of manufacture/plant/cultivate a controlled substance; and one count of criminal use of weapons. Labombarbe was issued a total bond of $150,000 and remains confined in the Riley County Jail.
