Riley County Police arrested Heather Marie Spiller, 35, of Manhattan, on Thursday evening. Police made the arrest at approximately 9:30 p.m. in the 500 Block of Vattier Street. She was charged with criminal use of explosives, and her bond was set at $5,000.
