After two hours of discussion and debate, a majority of City Commissioners Tuesday voiced support to consider a pre-development agreement with Manhattan Housing Authority on its Downtown affordable senior housing project with National Church Residences.

The Housing Authority and National Church Residences are together trying to replace the deteriorating Carlson Plaza and flood-prone Garden Grove properties with a new 62 unit subsidized senior housing building across from a rebuilt 47 unit Carlson Plaza building at 5th and Pierre. Mayor Linda Morse, though, felt rushed by the grant application timeline presented – joined by Commissioner Reddi in calling for the process to slow down and for the city to weigh all its options for the Downtown parking lot.

City administration in October or November will present an agreement for commissioner consideration.
