What happens when the low bidder on a construction project doesn’t follow through on all of the application requirements?

The Riley County Commission on Monday tasked county counselor Jacob Hansen with providing a legal review on how to proceed with a “non-responsive bid.”

The county is seeking to remodel the space in the Courthouse Plaza East building for information technology and geographic information systems offices, and Schultz Construction of Manhattan was the apparent low bidder.
